DRC: Where’s the army when you need it?

If the success of the M23 rebels in the Kivus has demonstrated anything (other than that we need to get really tough with Kigali) it is that there’s no substitute for actually having an Army that can fight. The FARDC ran away. Where, people are asking, did all the hundreds of millions, if not billions; of dollars, pounds and Euros spent on the FARDC over the last decade actually go? How is that the M23, supported only by Rwanda, are better trained and motivated? Answers, anybody?
